Question about making some animated video...

Hi all

I saw all your PRO entries here and they look rly great...

So i would like to know how can i make something like this:


How to start? Draw it on paper? and scan+edit?
What program to use for editing it and adding that real time drawing on "paper" effect in video.

If anyone know how videos like this are made plz explain it to me
I dont know the terminology about drawing stuff so i cannot google it... every information about that is very...
